    This Proclamation grants the power to specified local public bodies to expropriate rural or urban landholdings for public purpose where it believes that it should be used for a better development project to be carried out by public entities, private investors, cooperative societies or other organs, or where such expropriation has been decided by the appropriate higher regional or federal government organ for the same purpose. The Proclamation sets out the procedure of expropriation and provides with respect to compensation (which shall be paid in advance) and appeals.

    Malawi is facing increasing land scarcity and food insecurity for its large rural population and is in the midst of an on-going land policy reform process. This report asks how these reforms may affect women's land rights in a situation of increasing scarcity and competition for land. Reforms include the formalisation of customary land rights as private land rights as a way to ensure tenure security and equitable access to land. It warns that through this approach, women's rights may become increasingly marginalised.

    Because of changes in some underlying factors, land is increasingly becoming a source of conflicts in Africa. We estimate the determinants of land conflicts and their impacts on input application in Kenya by using a recent survey of 899 rural households. We find that widows are about 13 percent more likely to experience pending land conflicts when their parcels are registered under the names of their deceased husbands than when titles are registered under their names.

    Informal systems for land delivery, which have in many cases evolved from earlier customary practices, still account for over half the land supplied for housing in African cities and are a particularly important channel for the poor. This study examines how informal systems of housing land delivery operate in six African cities discussing how they are evolving and how they interact with formal land administration systems.

    With land being the main source of income for many people in the developing world, security of access or ownership rights is imperative to the alleviation of rural povety. Past polices of land redistribution, prohibition of land renting and later legalisation of short-term contracts only, may have prevented or undermined tenancy markets in Ethiopia. This paper examines the allocative efficiency of the land rental market in Northern Ethiopia, and the extent to which adjustment in the tenancy market is constrained by transaction costs.

    Following introductory historical sections, paper focuses on the impact of land-market reform at the village level – including the extent of conversions, conversions for elites, land speculation, displacement, enclosures, conflict and resistance – and on the (mal)administration of land. Concludes that the benefits of market-based land reform have accrued to local elites and outside investors. Land administration has proved highly malleable and is subject to perversion by local elites, traditional rulers, outside investors, and government officials.

    Jose Negrao died on 9 July 2005, aged 49. He was one of the most important intellectuals and researchers in Mozambique, was a leading figure in the Land Campaign and a strong defender of peasant land rights. We publish this interview with him in recognition of and in mourning a great and truly independent fighter who did not conform to what others expected but always pursued his own way. He was hugely influential during the Land Campaign and his success then derived from the fact that people trusted his integrity and his independence.
