    The illegal and irregular allocations of public land as chronicled in the Ndungu Report amount to a rip-off that dwarfs the Goldenberg and Anglo-Leasing scandals. Our analysis in this first issue in the series covers Karura, Ngong Road and Kiptagich forests and suggests a loss of public resources in excess of Ksh.18.4 billion. The Ndungu Report covers ten other forests as well as other public land, ranging from road reserves to cemeteries to public toilets and even State House land. As we cover these in future issues of the series, the cumulative loss will certainly be astounding.

    This Act concerns measures to prevent and correct unlawful occupancy of gazetted land and related matters. "Gazetted land" is agricultural land required for resettlement purposes. “Resettlement land” means land identified as resettlement land under the Rural District Councils Act. Persons unlawfully holding, using or occupying gazetted land shall cease to do so in accordance with this Act and may be awarded compensation for improvements effected on the land before its acquisition.

    Malawi is facing increasing land scarcity and food insecurity for its large rural population and is in the midst of an on-going land policy reform process. This report asks how these reforms may affect women's land rights in a situation of increasing scarcity and competition for land. Reforms include the formalisation of customary land rights as private land rights as a way to ensure tenure security and equitable access to land. It warns that through this approach, women's rights may become increasingly marginalised.

    Because of changes in some underlying factors, land is increasingly becoming a source of conflicts in Africa. We estimate the determinants of land conflicts and their impacts on input application in Kenya by using a recent survey of 899 rural households. We find that widows are about 13 percent more likely to experience pending land conflicts when their parcels are registered under the names of their deceased husbands than when titles are registered under their names.

    Paul Wolfowitz, President of the World Bank, and Ambassador Andrew Young engaged in a roundtable discussion on economic development, moderated by Dean Bahl of Georgia State. Wolfowitz has made Africa the first priority of the Bank. There is really a chance for Africa to turn the corner. It’s going to have to start with the best performers, doing what the so-called Tigers did in East Asia, showing the way for other countries. Young said you can make more money honestly in a growing economy, than you can steal in a dying economy. Wolfowitz gave examples of the turnaround in Africa.

    Politics of land rights and belonging in Uganda

    The colonial and postcolonial legacy of the “Lost Counties” land issue has recently resurfaced as a contentious ethno-political issue in Uganda. The aim of the paper is to critically examine the politics of belonging and land rights in relation to Ugandan land legislation and the “Lost Counties” issue. The empirically basis of this paper is primarily derived from field work in Kibaale District, during the period January to July 2004.

    In Ethiopia deforestation is a major problem and many peasants have switched from fuelwood to dung for cooking and heating purposes, thereby damaging the agricultural productivity of cropland. The Ethiopian government has embarked on a two-pronged policy in an effort to stem deforestation and the degradation of agricultural lands: (i) tree planting or afforestation; (ii) dissemination of more efficient stove technologies. The motivation in here is, therefore, to examine the potential of the strategy of disseminating improved stoves in the rehabilitation of agricultural and forests lands.

    In this paper, we analyze the factors that influence t he productivity of maize among smallholder farmers, given that unfavourable output and input market conditions throughout the 1990s have compelled smallholder farmers into unsustainable agricultural intensification. We use farm-household survey data in order to compare the productivity of smallholder maize production under integrated (ISFM) and chemicalbased soil fertility management using a normalized translog yield response model.
