“Why would anyone leave?”: Development, overindebtedness, and migration in Guatemala
    Publication évaluée par des pairs

    Guatemala

Over the past two decades, policymakers have expressed considerable optimism about the capacity of international development to curb transnational migration, yet there is a dearth of research examining how and under what conditions development interventions impact migration decisions. Enlisting a case study approach in the Maya-K’iche’ community of Almolonga, this article examines divergent meanings and practices of “development” and its impact on the migratory aspirations and outcomes of Indigenous families in Guatemala.

Land degradation exacerbates the unique vulnerabilities of Small Island Developing States (SIDS) to environmental challenges, such as climate change, flash floods, soil erosion, lagoon siltation, coastal erosion and sea level rise, undermining their economic potential. Land Degradation Neutrality (LDN) contributes to achieving the Sustainable Development Goals (SDGs) in SIDS, preserving biodiversity and increasing resilience to climate change. Land degradation has a strong negative impact on climate-sensitive sectors like agriculture, water resources management and coastal zone management.

Economists argue that land rent taxation is an ideal form of taxation as it causes no deadweight losses. Nevertheless, pure land rent taxation is rarely applied. This paper revisits the case of land taxation for developing countries. We first provide an up-to-date review on land taxation in development countries, including feasibility and implementation challenges. We then simulate land tax reforms for Rwanda, Peru, Nicaragua and Indonesia, based on household surveys.

Land acquisition often involves power and displacement and can be carried out on a large scale. There are many forms of land acquisition, including for environmental and conservation purposes as well as for production activities. While green grabbing has joined land grabbing as an environmental justice issue of concern, it is not necessarily the case that all green land acquisition is large scale, done by powerful outsiders, or leads to displacement and exclusion.

A community’s choice to give, or withhold, their free, prior and informed consent (FPIC) to a project or activity planned to take place on their land is a recognized right of Indigenous peoples under international law. It is also a best practice principle that applies to all communities affected by projects or activities on the land, water and forests that they rely on.
