Maize is a key global cash crop, produced in every continent except Antarctica. As a flex crop, it has multiple uses including for direct human consumption, as an ingredient for animal feed, as a key component in processed foods, or in ethanol production. According to figures from FAOSTAT, global production increased from 0.2 to 1.2 billion tons between 1961 and 2020.

The Cambodian government allowed 1,204,750 hectares as economic land concession (ELC) to 118 local and international companies. Global Witness reported that 2.6 million ha had been given in 272 ELCs, mainly for rubber plantations. Many concessionaires do not comply with their contracts, nor with existing land and forest laws. Government revenues from timber exports are extremely low. Deforestation, and removal of luxury timbers has increased dramatically. Land concessions rob local communities of their income from non-timber forest products.

Labor migration and large-scale land enclosures are increasingly central to the story of agrarian change throughout the Global South. Nonetheless, there remain limited understandings of how recent explosions of mobile labor and new sources of smallholder capital shape and are shaped by ongoing land use and property transformations. This article reviews this gap in Southeast Asia – a region where labor and capital are highly mobile and where the expansion of industrial agriculture and forestry has been particularly rapid.

As Chinese investment in foreign land and agriculture expands dramatically worldwide, a growing body of research has emerged on the prevalence of land deals in Latin America and Africa. Southeast Asia, however, has only recently begun to receive significant attention in these discussions. A deeper exploration of the Southeast Asian context offers crucial insights into understanding the puzzle of global land deals (why, where, how they occur) more broadly.

This paper aims to contribute to understanding the existing knowledge gaps in the linkages of energy, water, and land use in Southeast Asia and explores the political economy of energy transition in the Mekong region (MR). Investigating the struggle over hydropower development and decision-making on water and land across the region, this study shows that countries that are the winners or losers in the hydropower development schemes are not the only ones managing the Mekong; rather, it is part of the region-wide strategy of nations to sustain the MR.

ABSTRACTED FROM INTRODUCTION: Women’s access to and control over land can potentially lead to gender equality alongside addressing material deprivation. Land is not just a productive asset and a source of material wealth, but equally a source of security, status and recognition. Substantive gender equality is both relational and multi-dimensional, cutting across race, class, caste, age, educational and locational hierarchies and can only be achieved if rights are seen as socially legitimate.

The Annual Country Reviews reflect upon current land issues in the Mekong Region, and has been produced for researchers, practitioners and policy advocates operating in the field. Specialists have been selected from Cambodia, Laos, Myanmar, Thailand and Vietnam to briefly answer the following two questions:

    1. What are the most pressing issues involving land governance in your country?

    2. What are the most important issues for the researcher on land?

With a focus on the Lower Mekong countries, this study considers the intersecting issues of land access, livelihoods, management of risk and poverty for men and women smallholder farmers, the land poor and the landless, and how these issues might be addressed in policy and practice. While there has recently been insightful analysis concerning land access, livelihoods, and global land insecurity, we know much less regarding specific mechanisms that keep rural agricultural smallholders and the landless or land poor struggling and it is these issues that we address within this report

In 1992 the Asian Development Bank coordinated a meeting between government representatives from China, Cambodia, Laos, Myanmar, Thailand and Vietnam to discuss regional economic integration. From that meeting the Greater Mekong Subregion was formed to promote peace and prosperity within the Mekong countries. Yet, despite more than more than USD 14 billion being spent on facilitating trade, development and infrastructural ties between these nations, poverty remains widespread.
