Revitalization is a set of urban and planning activities, coordinated by local self-government administration, aim of which is a social, architectural, planning and economical advantageous transformation of the specific area of the municipality, being in a state of crisis resulting from economic and social factors. Whereas, the renewal of the countryside is understood as shaping the living conditions of people in rural areas, with the local community as an animator and subject.

The main and critical factors affecting the demand-supply relations in the market are identified.

Great share of rented land in total utilised area as well as a significant variability of land rent and market prices of land causes a need of research that would assess which factors influence the land rent as well as the price of land and how significant such factor are in each state. The average land rent is significantly lower in new EU member states than in the EU 15 members. There is a strong dependence of land rent on the intensity of production. Subsidies have moderate to medium influence.

In the 1990's, urban demand for housing land around city-agglomerations increased rapidly. Additionally, the decreasing profitability of agricultural production caused farmers, who are able to freely decide on land turnover, to be interested in land sale for non-agricultural purposes. At the same time, Polish counties received the status of self-governments, which then imposed their will upon local economic development. In this way, counties became responsible for land management as well, and started supporting the process of land conversion, perceived as a factor of the above development.

The paper examines the management of public goods in Central and Eastern Europe through a study of open space management and urban sprawl in a semi-urban county near Warsaw, Poland.
