Russia has experienced dramatic changes in land ownership and tenure since 1991: agricultural land has been largely privatized, individual landowners now have legal rights to most agricultural land in the country, and prohibitions on buying and selling of land have been recently removed. The necessary pre-conditions for the development of agricultural land markets have been met and we are beginning to witness transactions that involve individual landowners, and not only the state.

While scholars have focused on stakeholder relationships through approaches such as stakeholder salience, stakeholder interaction, stakeholder value network, and stakeholder multiplicity, much research either places insufficient focus on power or only stresses partial attributes of power. As a result, the role of power relations among key stakeholders in LVC remains insufficiently explored.

Nonetheless, in terms of farmland productivity, urbanization may lead to perverse incentives and thus threaten food security. On the one hand, the requisition–compensation balance of farmland (RCBF) policy could reduce farmland productivity because of a “superior occupation and inferior compensation”; on the other hand, urbanization promotes the transfer of the younger labor force and thus reduces the productivity of the agricultural labor force.

The problems of agricultural land (AL) market state regulation have been analyzed, including the shortcomings of the new law concerning withdrawal of land plots from lands of agricultural purpose in case of non-use of them for the intended purpose. The law considers land as the land of natural and legal persons, but not concern land shares, which occupy in the structure of vacant land of about 50%. This gap needs to be bridged. A more careful approach is needed for the identification and definition of cadastral cost of land.

The reform of the 90s led to the elimination of states monopoly of landownership and to the privatization of most agricultural lands. Within the small auxiliary sector of agricultural land the turnover arose in the early reform. But in the large agro-industrial sector, the turnover of lands received the necessary legal regulation only in 2003 (more than 10 years later than the mass privatization of these lands). For this type of turnover, a significant part of the regulatory mechanisms was borrowed from foreign experience, because the domestic experience was absent.

The condition of the market for of lands of agricultural purpose in modern Russia is analyzed and the complex of actions for economic prerequisites creation for activization of farm land rotation is offered. The state has to undertake urgently measures to increase the control not only over intended use of lands and their involvement in an agricultural rotation, but also over agriculture rationality. The international experience shows the active usage of land resources as pledge. Removal of obstacles of pledge transactions development is also needed in Russia.

The objective of the study is to evaluate the current land governance situation in the region and to identify main achievements as well as remaining challenges.
