The article examines the European share in large-scale land acquisitions in Sub-Saharan Africa. The paper aims to identify correlation between biofuels policy and large-scale land acquisitions in Sub-Saharan Africa and the consequences of this phenomenon. It first identifies the backgrounds that caused the increased interest in biofuel production and, consequently, African land acquisition in recent years. Then, it examines growth in the number of land transactions that take place on the continent. Finally, the paper investigates the share of European capital in land transactions.

Great share of rented land in total utilised area as well as a significant variability of land rent and market prices of land causes a need of research that would assess which factors influence the land rent as well as the price of land and how significant such factor are in each state. The average land rent is significantly lower in new EU member states than in the EU 15 members. There is a strong dependence of land rent on the intensity of production. Subsidies have moderate to medium influence.

The challenges of achieving both food security and sustainability have resulted in a confluence of demands on land within the European Union: we expect our land to provide food, purify water, sequester carbon, and provide a home to biodiversity and to external nutrients. All soils perform all these five functions, but some soils ‘are better at’ supplying selective functions. Functional Land Management is a framework for policy making aimed at meeting these demands by incentivising soil management and land use practices that selectively augment specific soil functions, where required.

Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. The articles in this issue of Land Reform, Land Resettlement and Cooperatives reflect this breadth in a variety of ways. The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.

Agriculture is coming under more and more pressure to justify its use of the world's freshwater resources and to improve its productive and environmental performance. The allocations of raw water to agriculture (and the allocations within the agriculture sector) all need to be negotiated in a transparent way. This report reviews the large set of literature on the subject and makes the case for the adoption of a functional approach to water valuation as a basis for such negotiation.
