This report was produced by a private consultant Alexander Gvaramia a legal expert on land laws and issues and a member of the Swiss Development Cooperation funded Mercy Corps Georgia implemented Alliances Kvemo Kartli Programme, Helen Bradbury, a market development programme working in the dairy, beef and sheep value chains in Dmanisi, Tetritskaro and Tsalka municipalities of Kevmo Kartli. The International Centre for Conflict Negotiation (ICCN) a partner of Alliances KK was responsible for facilitating the concept and production of the report.

A ce titre, elle permet de répondre aux enjeux multiples qui ont pour noms : sécurité alimentaire, emploi agricole surtout pour les jeunes, exportation, etc.
C’est pourquoi la Commission de l’UEMOA s’est très tôt intéressée au foncier dans tous ses aspects, car étant une des questions au cœur du processus d’intégration communautaire.

Résolutions de l'ONU
As per the provisions of rule 10 of the rules of procedures of the United Nations Convention to Combat Desertification (UNCCD) Conference of the Parties (COP), the second intersessional meeting of the Bureau of the thirteenth session of the COP (COP 13) held in Guiyang, China, on 26 February 2019, endorsed the inclusion of a new agenda item on land tenure, under new and emerging issues, for consideration at COP 14. The Bureau further requested the secretariat to submit a background document in that respect.

Why this study?
Recent years have witnessed an increase in violent conflicts involving pastoralists in parts of West Africa and the Sahel. They often take the form of clashes between herders and farmers, impacting human, national and regional security.
Given its mandate and role in conflict prevention, the United Nations Office for West Africa and the Sahel, in collaboration with the Economic Community of West African States, initiated this study in 2017 to examine the causes and identify concrete solutions to conflicts related to pastoralism.

The areas most affected are the global “commons” – lands that local people traditionally use collectively — including much of the world’s forests, wetlands, and rangelands. This Act provides rules for the prospecting for and mining of minerals specified in the First Schedule to this Act. Save to the extent provided for in this Act, it shall not apply to matters relating to petroleum and hydrocarbon gases. The Cabinet Secretary responsible for mining, the Principal Secretary of the responsible ministry and any person shall be guided by the values and principles enshrined in the Constitution and in particular Articles 10, 66 (2), 201 (c) and (d), and 232 of the Constitution and the principles of leadership and integrity.

The topic of how best to make rangelands secure for local rangeland users is one of ongoing debates. The very nature of rangeland use – the need for landscape level planning incorporating spatially and temporally variable resources, and for recognising the multiple layers of use by multiple actors presents complexity that is not easily accounted for by the often inflexible and simpler land tenure systems that governments prefer to introduce.
