This Case Study looks at the implementation of the Vacant, Fallow and Virgin Lands Management Law (VFV Law) in seven villages in Sagaing Region, to assess the practices on the ground and how the law impacts the land tenure security of smallholder farmers.

Rubber prices in northern Laos have fallen significantly over the last few years, eroding much of the initial enthusiasm of both farmers and government officials about rubber providing a way out of poverty for poor upland farmers. This thematic study examines responses to this price drop by Lao rubber growers and state institutions in northern Laos. It also examines the reasons that prices are what they are, given that price volatility was identified as a risk during the mid-2000s, and that in at least some cases, steps were taken to protect contract farmers from falling prices.

These conflicts are escalating, sometimes violent, and are attracting more and more attention from the media. They have mobilized numerous local and international NGOs, and often triggered the development of an increasingly visible national civil society.

The current land tenure situation and future land allocation needs of smallholder farmers in Cambodia
Rapports et recherchesaoût, 2016CambodgeIn Cambodia, the majority of the population is still composed of smallholder family farmers. 54% of the total labour force is employed in agriculture. They have access to 3.6 million ha of land, representing 19% of the country’s total land. The rest is divided between large scale economic land concessions (12%), public forests and protected areas, unclassified areas and some infrastructure.
