The rural proletariat constitute a substantial proportion of the global poor. Leading better lives is central to their political practices. In this paper, I aim to elaborate the political practices that attend to these aspirations, interrogations and contests. I examine existing approaches to studying political practices of the rural proletariat. I do this with a focus on India, where the National Rural Employment Guarantee Act (NREGA) is in force since 2005. I locate the program against the backdrop of neoliberal transformations in India.

Middlemen are largely absent from the literature and policymaking on land deals. Based on qualitative evidence from India, this paper shows a highly organised field of aggregators, brokers, touts, musclemen and others permeating the land economy. Biographical accounts provide glimpses of everyday work, career and aspirations. A high-definition narrative of middlemen as middlemen allows a shift away from instrumental analyses of bridges in global capitalist accumulation.

The Beta version of the Land Matrix (Land Matrix 2012) was launched in April 2012 as a tool to promote public participation in building a constantly evolving database on large-scale land deals, and making the data visible and understandable. The aim of the Land Matrix partnership is to promote transparency and open data in decision-making over land and investment, as a step towards greater accountability. Since its launch, the Land Matrix has attracted a high degree of attention, and stirred some controversy.

    Cambodge

In a widely read paper, the United Nations Food and Agriculture Organization, World Bank and others propose systematic property rights formalization as a key step in addressing the problems of irresponsible agricultural investment. This paper examines the case of Cambodia, one of a number of countries where systematic land titling and large-scale land concessions have proceeded in parallel in recent years.

The Rwandan government's ongoing reconfiguration of the agricultural sector seeks to facilitate increased penetration of smallholder farming systems by domestic and international capital, which may include some land acquisition (‘land grabbing’) as well as contract farming arrangements. Such contracts are arranged by the state, which sometimes uses coercive mechanisms and interventionist strategies to encourage agricultural investment.

Over the past few years, agribusiness, investment funds and government agencies have been acquiring long-term rights over large areas of farmland in lower income countries. It is widely thought that private sector expectations of higher agricultural commodity prices and government concerns about longer-term food and energy security underpin much recent land acquisition for agricultural investments. These processes are expected to have lasting and far-reaching implications for world agriculture and for livelihoods and food security in recipient countries.

This paper analyses the shifting role of South African farmers, agribusiness and capital elsewhere in the Southern African region and the rest of the continent. It explores recent trends in this expansion, and investigates the interests and agendas shaping such deals, and the ideologies and discourses of legitimation employed in favour of them. While for the past two decades small numbers of South African farmers have moved to Mozambique, Zambia and several other countries, this trend seems to be undergoing both a quantitative and a qualitative shift.
