Land access is becoming a crucial issue in many African contexts, where groups and individuals are coping with land scarcity and increasing competition over resources. Based on fieldwork carried out in the southwestern region of Togo, this paper explores the plurality and adaptability of the forms of land access that have historically emerged from changing economic and political landscapes characterized by the rise and the decline of cocoa cultivation.

Este texto mostra que, se por um lado, a não titulação é uma ameaça à posse segura, por outro, a própria titulação pode ser um risco para os mais carenciados se observados, à letra, outros preceitos que a lei consagra.

Much work in political science and in the advocacy literature identifies recipients of land certificates or titles as ‘programme beneficiaries’, and political scientists have modelled titling programmes as a form of distributive politics. In practice, however, rural land registration programmes are often divisive and difficult to implement. This paper tackles the apparent puzzle of friction around rural land certification.

Brazil has, on the one hand, strong institutions in various areas, improved social situation and, on the other, the rural land situation is still very precarious, with basic unresolved questions, such as for example, knowledge of what is public and private land, due to the absence of cadaster. The legislation moved forward in an attempt to link the cadasters of INCRA, the Internal Revenue Service, with information from the Registry of Real Estate with the enactment of Law No. 10,267 / 2001, creating the National Register of Rural Properties – CNIR.

The small landowners that occupied previously the region based on common rights were sometimes dispossessed.
