    Is land reform compatible with wildlife management? Zimbabwe is seeking to combine the redistribution of large, 'under-utilised' landholdings to smallholders, with wildlife management, which needs extensive land holdings to be viable. Whilst one stresses direct redistribution, equity and land for crops, the other emphasises maximising foreign exchange earnings, encouraging public-private partnerships and relies on trickle down.

    Tenure reform aims to secure people's land rights. In Southern Africa most so-called 'communal' land, reserved for Africans, is still held by the state. In these areas, land rights are increasingly insecure. Yet, the confirmation of the rights of those who have long occupied and used the land lags behind programmes that aim to transfer white-held land to Africans. Many colonial and apartheid land laws are still in force, particularly those relating to chiefs, who resist any reduction to their power.

    This research in Mozambique, South Africa and Zimbabwe looks at the practice of rights claiming on the ground, in the context of 'legal pluralism' and complex, politicised institutional settings. In the southern African context rights are formulated and claimed in a very unlevel playing field and are highly contested. In practice rights are realised through complex negotiations about access to resources at a local level.

    This report considers the human rights implications of the 'fast track' process of land redistribution in Zimbabwe, under which the government has revised the constitution and amended legislation in order to allow it to acquire commercial farms compulsorily and without compensation, and the land occupations that have accompanied it since early 2000.

    This paper represents a provisional attempt to assess whether Zimbabwe’s land reform coherently addresses the issue of poverty reduction. It examines the short-term outcome(s) of the reform programme in relation to its initial objectives. More specifically, it examines its impact on farm-workers. The majority of farm workers lost jobs in the process as well as access to housing and social services such as health care and schools.
