    Focusing on water resources and irrigation, this paper documents a talk by Michael Lipton exploring approaches to poverty alleviation in developing Asia. The talk discusses the findings of a recent paper ‘Pro-poor intervention strategies in irrigated agriculture in Asia: poverty in irrigated agriculture - realities, issues, and options with guidelines’. It looks at a number of topical issues such as irrigation in relation to access and global poverty, irrigation corruption, and sustainability.

    The Hima is a traditional system of resource tenure that has been practiced for more than 1400 years in the Arabian Peninsular. With the numerous deteriorations that came and halted advancement in the Arab world, and at times for different reasons, the Hima also declined. The progressive concepts of the Hima became hav been masked by the general regression suffered in the region and the recent advances accomplished by other countries, civilizations and people.

    The policy debate about the merits and demerits of biofuels is growing and changing rapidly, with concerns being voiced over their effectiveness for mitigating climate change, role in recent food price hikes and social environmental impacts. This study contributes to these debates through examining the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It draws on a literature review of evidence drawn from diverse contexts across Africa, Asia and Latin America.

    Dhaka is the fastest growing mega-city in the world, attracting an estimated 300,000 to 400,000 mostly poor migrants a year. This paper argues that urgent measures are required to address the vital needs of the city's rapidly growing urban poor. Based on a comprehensive analysis of poverty in Dhaka, it aims to provide the basis for an urban poverty reduction strategy for the Government of Bangladesh, local authorities, donors and NGOs. The study focuses on analysing the characteristics and dynamics of poverty, employment, land and housing, basic services, and crime and violence.

    This report investigates the threats to the livelihoods of Indian Lanjigarh locals after the arrival of a subsidiary of Vedanta. It presents the myths about Vedanta in relation to this project and unravels the truth behind each with evidence from official reports, journalists, Action Aid’s own field visits and first hand accounts of local people. The locals of Niyamgiri mountain, in Kalahandi District, Orissa, India have lived for decades by foraging in the forests, raising chickens and growing vegetables and rice.

    Since Independence, India’s states have employed several land reform ‘tools,’ including reforming tenancy, imposing land ceilings, distributing government wasteland, and allocating house sites and homestead plots. This article briefly summarises some of these past efforts and attempts to draw broad lessons for informing possible policy paths ahead.To date, the authors argue, the effectiveness of the legislation has been mixed and progress over the last few years has slowed. But the link between rural poverty and landlessness remains.

    Secure land rights are important for development and poverty reduction and the greatest challenges for providing such rights are in urban, peri-urban areas, and the most productive rural areas. This publication updates and revises UN-HABITAT’s 2004 publication ‘Urban Land for All’, and stresses the need for policies that facilitate access to land for all sections of their existing and future populations – particularly those on low or irregular incomes.

    This document reports on findings from learning groups relating to water management in Bolivia, India and Mali during 2005-2006. The groups analysed specific topics with the aim of improving the current and future development strategies of Integrated Water Resource Management (IWRM). In each of the three countries, the learning group identified key topics to address – equity, empowerment and environmental sustainability were identified as cross-cutting issues.
