The Land Governance Assessment Framework (LGAF) is an innovative and participatory diagnostic tool that assesses the state of land governance in a country. This booklet summarises the results of the LGAF process in South Africa.

The paper indicates that the application of the LGAF in South Africa has been challenging. The country has a well-developed economy, including a well-functioning formal land market. However, informal systems, especially within the communal land areas, are steeped in oral tradition and practice.

We have used gender-disaggregated household panel data from 2007 and 2012 in combination with dictator games and hawk-dowe games to assess the effects of joint land certification of husbands and wives on wives' involvement in land-related decisions within households. Wives' stated preferences for stronger land rights to women and husbands' stated preferences for the traditional weak position of women were significantly affecting the wives' degree of within-household involvement in land-related decisions in opposite directions.

Across the world, low rates of land ownership remain as one of the most persistent signs of gender inequity. While many developing countries have adopted legislation to reinforce gender equality in property ownership, the actual de facto state of women’s right to land often remains unchanged. Even when countries adopt joint-titling policies intended to shift household bargaining power in favour of women, actual rates of joint ownership are often lower than expected.

The most recent ‘land rush’ precipitated by the convergent ‘crises’ of fuel, feed and food in 2007–2008 has heightened the debate on the consequences of land investments, with widespread media coverage, policy commentary and civil society engagement. This ‘land rush’ has been accompanied by a ‘literature rush’, with a fast-growing body of reports, articles, tables and books with varied purposes, metrics and methods. Land grabbing, as it is popularly called, is now a hot political topic around the world, discussed amongst the highest circles.

Sub-Saharan Africa is particularly vulnerable to global challenges such as food insecurity, climate change, rural poverty, malnutrition and environmental protection. This puts pressure on the fragile food production system. The term ‘Sustainable Intensification’ – ‘producing more outputs with more efficient use of all inputs on a durable basis, while reducing environmental damage and building resilience, natural capital and the flow of environmental services’ – has become synonymous with big, industrial agriculture.

Agriculture is the largest global user of biodiversity. Over-reliance on a handful of crops puts global food security at great risk especially in the context of climate change. Selected and used by generations of farmers, agricultural biodiversity contributes to reducing malnutrition, alleviating poverty and combating climate change challenges. This diversity has been in decline for decades and is now in danger of disappearing and efforts needed to conserve them using both ex situ and in situ approaches.
