    Hundreds of millions of people in Asia are dependent on shifting cultivation, yet the practice has tended to be seen in a negative light and discouraged by policy makers. This document challenges prevailing assumptions, arguing that shifting cultivation – if properly practised – is actually a ‘good practice’ system for productively using hill and mountain land, while ensuring conservation of forest, soil, and water resources. Focusing on Eastern Himalayan farmers, it looks at whether there is a need for new, more effective and more socially acceptable policy options that help to improve shi

    This report argues that land reform, both tenancy reform and redistribution of ceiling surplus lands to the landless, is important to poverty alleviation.The paper argues that in addition to production benefits, land reform helps to change the local political structure by giving more voice to the poor. Re-distributive land reform, whether through market-assisted land reform programmes or otherwise, should remain a substantive policy issue for poverty reduction.

    This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

    The primary purpose of this paper is to make a contribution towards extending the coverage of this cropland tenure literature to China's extensive grasslands, which comprise some 40% of its territory.The article finds that:there are two unique characteristics of grassland tenure in this territory: group tenure arrangements and 'fuzzy' boundariesin conventional microeconomic analysis, both of these characteristics raise efficiency concernsthese concerns are only partly justified.

    Finds that a new system of social stratification is emerging in rural China as a result of economic reforms, that is far less equal than what preceeded it. As part of this trend, wealth inequality has increased, markedly in a short period of time. A relatively equal distribution of land has prevented furher inequality an dblocked the rise of a landed elite.However what has emerged is a "worker elite", mainly concentrated in cooperative enterprises in the coastal provinces and in richer provinces.
