This policy brief examines the manner in which Reducing Emissions from Deforestation and Forest Degradation (REDD) pilot projects have been undertaken in Indonesia and Peru. The research data summarized within the brief was gathered using a method known as Fair and Efficient REDD Value Chain Allocation (FERVA). The FERVA analysis is used to capture the perceptions and expectations of REDD stakeholders at the preliminary stages of REDD initiatives; it also informs stakeholders of the different functions of the REDD value chain.

This paper examines the cost of implementing redistributive land reform in the Philippines. Land redistribution has become the core feature of land reform in the country since 1972 with the approval of PD 27. The coverage of the program was expanded to all agricultural lands under RA 6657 or CARL of 1988. Consequently, funding for land reform increased significantly as government chose to fully subsidize land acquisition, distribution, and transfers. From 1972 to 2008, the cost to implement the program has been rising in real terms both in absolute and relative values.

The report documents on illegal logging and illegal export of timber to China in Kachin State in Burma, which is on the border of China and where deforestation is at its worst. It also documents the response of the relevant authorities in both Burma and China to ‘A Choice for China’, a Global Witnessexposure of the massive illegal timber trade between Burma and China in 2005 which resulted in a ban on logging and timber transportation in Kachin State in Burma and a Chinese ban on the importation of Burmese timber followed by Interim Measures to control the trade.Key findings are:

Land degradation in the Philippines is a serious environmental problem with long-term implications for the sustainability of agricultural production. Protection of the resource base has thus become a policy priority, whether in terms of improving crop management in the lowlands or more urgently, arresting soil erosion in the uplands. This review aims to compile and evaluate estimates of the costs of land degradation; then analyze the costs, benefits, and equity implications of priority measures to protect soil resources; and lastly, draw implications for policy.

It begins by discussing early REDD+ pilots in Indonesia and then provides a comprehensive typology of REDD+ activities in Indonesia. The brief continues with a discussion of the motivation behind different pilot models and the following section outlines research needs and implications of REDD+ design in Indonesia.

This working paper examines how Reducing Emissions from Deforestation and Forest Degradation (REDD+) has been framed in Indonesia’s media. The report’s findings are based on content analysis of three national newspapers and a series of expert interviews. It is argued that Indonesia’s REDD+ discourse revolves primarily around land use, where REDD+ conservation is pitted against economic growth fuelled by land use change.

Climate change prompts policymakers to pursue a low carbon energy pathway in order to reduce greenhouse gas emissions. However, this can lead to trade-offs with other sustainability objectives. This policy brief outlines key issues relating to biodiversity and the development of the hydropower sector in Vietnam. It is aimed at informing policymakers, civil society and donors. It argues that the large-scale development of the country’s hydropower sector is being undertaken without due consideration of the impacts that this is having on the nation’s biodiversity.
