    The core thesis is that Western neoclassical economics and law (particularly Anglo-American) have a peculiar cultural history that biases Western-trained economists and lawyers against common property systems like those found among Africans and American Indians. This Western cultural bias is expressed through the recurrent focus on individuals as atomistic and independent of each other in contract and property law, as well as in economic theory.

    Guinea, Mauritania, Mali, and Burkina Faso have all passed specific legislation in support of pastoralism. This paper reports that while some of these laws provide an improved framework for the management of rangelands and greater tenure security for pastoralists, they contain conceptual and practical problems which may ultimately further marginalise pastoral people.Crucially, the new legislation seeks to manage access to resources through complicated procedures controlled by various levels of government.

    Natural resources are a noted cause of intra-state conflict and deserve recognition as such by ECOWAS. Oil, in particular, is linked to frequent civil strife and conflicts induced by slow rates of economic growth, weak and undemocratic governments, rampant corruption and heavy militarization. Many African countries have already suffered the negative consequences of an oil-dependency, including Angola, which endured a brutal civil war that lasted for more than a quarter-century.
