This paper looks at the dynamics of land and violent conflict. It states that conflict situations in rural societies deeply affect the politics of land, and that land requires a careful approach by policy makers because it is a central element in the evolution of societies. As a result, policies pertaining to land are not neutral in terms of conflict management.The paper argues that donors seeking to promote peace and development should tackle land issues in recipient countries more systematically, more carefully and in a more coherent manner.

This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

Land has historically been a source of dispute and conflict in Rwanda, compounded by the social unrest which resulted in the 1994 genocide. Up to one million people were killed and three million fled to neighbouring countries, leading to weakened political institutions, infrastructure and human capital. Traditional land allocation systems also suffered.

The objective of this technical paper is to shed insights on ways of reversing the spiraling decline of the land and the economy in rural Rwanda, with focus on the forces behind productivity decline in the Rwandan agricultural sector. The results are based on collaborative research between the Rwandan Ministry of Agriculture and Michigan State University.Among the key findings are that Rwandan farmers need to sustain and intensify their farming by pro-tecting the soil against erosion.

Professor Kjell Havnevik is retiring from the Nordic Africa Institute (NAI) in 2015. For four decades, he has carried out research, taught and supervised students as well as participated in policy debates on different aspects of agriculture, the environment and African and international development policies. His output has been voluminous and is internationally recognised. His academic record includes research and teaching positions at universities and research institutes in Tanzania, Norway and Sweden as well as shorter assignments in several other countries.
