    The policy debate about the merits and demerits of biofuels is growing and changing rapidly, with concerns being voiced over their effectiveness for mitigating climate change, role in recent food price hikes and social environmental impacts. This study contributes to these debates through examining the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It draws on a literature review of evidence drawn from diverse contexts across Africa, Asia and Latin America.

    The Amazon forest greatly influences the global climate and may be coming under increasing threat due to climate change. This report explores the relationship between the Amazon, climate, and the changes in this relationship that are underway as a result of forest destruction and the release of heat-trapping gases into the atmosphere. The paper seeks to interpret the best information available to determine how close we are to a point of no return for a major forest “dieback” in the Amazon, and to identify some steps that might be taken to counter this process.

    Secure land rights are important for development and poverty reduction and the greatest challenges for providing such rights are in urban, peri-urban areas, and the most productive rural areas. This publication updates and revises UN-HABITAT’s 2004 publication ‘Urban Land for All’, and stresses the need for policies that facilitate access to land for all sections of their existing and future populations – particularly those on low or irregular incomes.

    This document reports on findings from learning groups relating to water management in Bolivia, India and Mali during 2005-2006. The groups analysed specific topics with the aim of improving the current and future development strategies of Integrated Water Resource Management (IWRM). In each of the three countries, the learning group identified key topics to address – equity, empowerment and environmental sustainability were identified as cross-cutting issues.

    This report examines the benefits that a resource-rich country can derive from endorsing the Extractive Industries Transparency Initiative (EITI) and implementing its Principles. It also searches for courses of action that the EITI Board can pursue to persuade more countries to endorse EITI. Both issues are investigated in the context of Angola, Indonesia, and Trinidad and Tobago. The authors argue that EITI is particularly beneficial for countries that suffer from the so-called “resource curse”.
