    The violent struggle to control territory for economic, military and political reasons, coupled with high levels of rural poverty and the high concentration of land ownership among relatively few owners, has been one of the root causes of Colombia’s 50-year-old internal armed conflict. There has been an insatiable appetite amongst numerous actors in Colombia to gain and maintain control over land deemed critical to their varying interests.

    The ‘war on drugs’ has failed. Despite an increase in law enforcement, production levels of coca – the crop used to make cocaine – have hardly altered in the last decade.A 2017 report by the United Nations Office on Drugs and Crime found that coca cultivation in Colombia had increased by 52 per cent; thus, there is an urgent need to find alternative policies to counter illicit behaviour.

    How have Latin American countries been using Environmental Impact Assessments in order to build more sustainable extractive industries? A focus on Peru provides some interesting lessons.

    Is it possible to develop extractive industries while preserving the environment? Several Latin American countries have been attempting to improve the environmental sustainability of their extractive industry sectors by developing their legal frameworks, in particular through the use and adaptation of the Environmental Impact Assessment (EIA) tool.
