    This policy brief examines the manner in which Reducing Emissions from Deforestation and Forest Degradation (REDD) pilot projects have been undertaken in Indonesia and Peru. The research data summarized within the brief was gathered using a method known as Fair and Efficient REDD Value Chain Allocation (FERVA). The FERVA analysis is used to capture the perceptions and expectations of REDD stakeholders at the preliminary stages of REDD initiatives; it also informs stakeholders of the different functions of the REDD value chain.

It also documents the response of the relevant authorities in both Burma and China to ‘A Choice for China’, a Global Witnessexposure of the massive illegal timber trade between Burma and China in 2005 which resulted in a ban on logging and timber transportation in Kachin State in Burma and a Chinese ban on the importation of Burmese timber followed by Interim Measures to control the trade.Key findings are:

It begins by contextualizing the debate before examining the manner in which trade, climate change and food security are interlinked within the Mekong region. Competition for land for investment, resource extraction, and conservation is becoming more common. The conflict takes place between local communities and indigenous peoples and external Government agencies and developers. The report’s findings are based on content analysis of three national newspapers and a series of expert interviews. It is argued that Indonesia’s REDD+ discourse revolves primarily around land use, where REDD+ conservation is pitted against economic growth fuelled by land use change.
