This paper examines how developing countries have attempted to promote rural development through biofuel production, what social outcomes those strategies have created and what lessons can be learned. This is done by comparing the contexts of Brazil, India and Indonesia; three countries with important agricultural sectors that have put large-scale biofuel programmes in place. The analysis indicates a disparity between the social discourse and the adopted biofuel policy instruments.

This paper assesses the prospects of mitigating climate change through emission reductions from forestry and agriculture in the Brazilian Amazon. It uses official statistics, literature and case study material to identify the scope for emission reductions, in terms of potential additionality, opportunity costs, technological complexity, transaction costs, and risks of economic and environmental spill-over effects.

This paper examines the paradoxes of land governance in Brazil by putting them in their historical context, highlighting in particular the continuing subordination of peasant farmers’ interests to those of large landholders. It traces the development of the country’s regional divisions and systems of land-holding back to colonial times, when Portuguese settlers began carving up the territory.

    • Brazil has a Federal Constitution and consolidated legislation that provide for the protection of the environment, health and welfare of workers in rural areas.
    • The large-scale agricultural export model used in Brazil, i.e. the state of Mato Grosso and particularly in the region where the soy exported to Norway is produced, has been causing severe social and environmental impacts.

Recent increases in the level of agricultural commodity prices and the resulting demand for land has been accompanied by a rising interest in acquiring agricultural land by investors. This paper studies the determinants of foreign land acquisition for large-scale agriculture.

Since 2007, it has been hoped that REDD+ would deliver on the 3E+ criteria (effectiveness, efficiency, equity, social and environmental co?benefits) for strategies to reduce greenhouse gas emissions. This report highlights that the early enthusiasm for REDD+ has dissipated among some stakeholders – this is largely attributed to the failure to attain an international climate change agreement.

    États-Unis d'Amérique, Brésil, Europe

This paper discusses the competition for land resources and the issue of land-use change due to the rising demand for food and energy, specifically for the transport sector. The linkages between land, food, and energy become particularly complex within the context of climate change. This is not only because agriculture contributes to greenhouse gas emissions, but also because climate change itself can alter the productivity and availability of land.

The researchers have used evidence from Mato Grosso, Brazil, to show that changes in agricultural output stemming from the sensitivity of cropland area and cropping frequency to interannual climate variability are of similar magnitude to agricultural output changes associated with the sensitivity of crop yield to interannual climate variability.
