This paper examines the current wave of land tenure reform in eastern and southern Africa. It discusses how far tenure reform reflects a shift in powers over property from centre to periphery. A central question is whether tenure reform is designed to deliver to rural smallholders greater security of tenure and greater control over the regulation and transfer of these rights.Policy conclusions include:

Malawi’ s smallholder agriculture is facing a crisis, particularly in the more populated south. There is an insidious combination of land shortage, continuous cultivation of maize, declining soil fertility, low yields, deforestation, poverty and high population growth rate. Smallholder farmers are doing what they can to maintain household livelihoods under these difficult circumstances, however many of their actions, which are necessary for short term survival, such as the cultivation of hillsides, are not sustainable in the long term.

The central and southern regions of Malawi predominantly follow matrilineal succession and inheritance and practice uxorilocal marriages. Women, rather than men, own the primary land rights. Colonial government officials and some Eurocentric scholars have argued that the system of uxorilocal marriages and female ownership of land rights are inimical to agricultural development principally because men lose the motivation to make long term investments in land which does not belong to them.

This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

Many  African  countries  rely  on  sporadic  land  transfers  from customary to statutory domains to attract investment and improve agricultural performance. Data from 15,000 smallholders and 800 estates in Malawi allow exploring the long-term effects of such a strategy.

Understanding factors affecting farmers’ adoption of improved technologies is critical to success of conservation agriculture (CA) program implementation. This study, which explored the factors that determine adoption and extent of farmers’ use of the three principles of CA (i.e., minimum soil disturbance, permanent soil cover with crop residues, and crop rotations), was conducted in 10 target communities in 8 extension planning areas in Malawi. The primary data was collected using structured questionnaires administered to individual households.

Using data from Chimaliro and Liwonde forest reserves in Malawi, this paper investigates how forest dependence influences households' decision to participate in forest co-management programme. The key question of this paper is: What makes people participate in the forest comanagement (FCM) programme in Malawi? In particular, how does forest dependence (share of forest income) affect households’ participation decisions? The authors find that where forests primarily have a gap filling or safety net role in Chimaliro, high forest dependency induces higher rates of participation.

Series of country papers on HIV/AIDS and land in Lesotho, Kenya, South Africa, Malawi, Tanzania, with concluding paper on methodological and conceptual issues. The key questions addressed include: The impact on and changes in land tenure systems (including patterns of ownership, access, and rights) as a consequence of HIV/AIDS with a focus on vulnerable groups. The ways that HIV/AIDS affected households are coping in terms of land use, management and access, e.g. abandoning land due to fear of losing land, renting out due to inability to utilise land, distress sale of land, etc.

FAC Policy Brief 55by Blessings Chinsinga and Michael Chasukwa There is often a mismatch between the apparent benevolent intents and the practical manifestations of the large scale land deals. The empirical realities of the large-scale land deals call for critical scrutiny and interrogation of the underlying interests of the stakeholders involved to assess the extent to which they genuinely prioritize win-win scenarios. As the experiences of the Green Belt Initiative (GBI) in Malawi demonstrated, the smallholder farmer is almost always the loser.
