    This paper examines the current wave of land tenure reform in eastern and southern Africa. It discusses how far tenure reform reflects a shift in powers over property from centre to periphery.     This brief explores the reform of land tenure institutions which re-emerged in the 1990s, and asks if these reforms are any more gender sensitive than those of the past?The paper highlights that a focus of the recent reforms has been on land titling, designed to promote security of tenure and stimulate land markets. The reforms have often been driven by domestic and external neoliberal coalitions, with funding from global and regional organisations which have argued that private property rights are essential for a dynamic agricultural sector.

    The Land Policy in Tanzania is an example of citizens engaging in a protracted struggle for effective participation in the policy process, despite the long exclusion they have experienced in policy making. This paper looks at the evolution of the policy, and the interactions between civil society and the state in its development.The paper concludes that this was the first serious and systematic civic organizations' challenge to the state command model of policy process.

    Land-use conflict is not a new phenomenon for pastoralists and farmers in Tanzania with murders, the killing of livestock and the loss of property as a consequence of this conflict featuring in the news for many years now. Various actors, including civil society organisations, have tried to address farmer-pastoralist conflict through mass education programmes, land-use planning, policy reforms and the development of community institutions. However, these efforts have not succeeded in the conflict.

This new Future Agricultures / PLAAS briefing (pdf) looks at how African countries are engaging with the New Alliance. The authors argue that large-scale acquisitions of land for corporate agriculture, which may result from New Alliance projects, pose a serious challenge for local markets and smallholder farmers.

    Tanzania’s well-known village establishment programme, which is called Ujamaa , allowed for the sedentarization of almost all rural residents in some 8 000 villages in the 1970s. The effective impact of villagization on land distribution may vary, but a general preference for individual assignments of rights has been observed in nearly all cases under study, which is at least partially due to the track record of communal production in the framework of Ujamaa . Only 6 percent of the country’s total surface is under cultivation.
