The report's main objective is to provide key lessons from the sustainable urban tourism project through the analysis of different enabling conditions and obstacles that determined the course and the final outcome of the initiative.

It constitutes the background paper prepared for a CDKN-ICLEI learning programme. It provides a deeper analysis of the different factors which determined the course and the final outcome of the project ‘Sustainable urban tourism through low-carbon initiatives: Experiences from Hue and Chiang Mai’, conducted during 2012–2013.

This study utilizes land registry data from the First and Second Stage Land Registration Reforms that took place in 1998 and 2016 in sampled districts and communities in Tigray region of Ethiopia. Tigray was the first region to implement low-cost land registration and certification in Ethiopia and providing household level land certificates in the names of household heads. Second Stage Land Registration and Certification (SSLRC) is scaled up since 2015 and provides households with parcel-based certificates with maps. The SSLR&C lists all holders of parcels by name and gender.

This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

Results demonstrate that the effects of management on cropland can be beneficial for carbon and nutrient retention without risking (large) yield losses.

Nevertheless, effects on soil carbon are small compared with extant stocks in natural and semi-natural ecosystem types and managed forests.

While agricultural management can be targeted towards sustainable goals, from a climate change or carbon sink perspective avoiding deforestation or reforestation constitutes a far more effective overall strategy for maintaining and enhancing global carbon sinks.

The purpose of this study was to determine the financial cost of irrigation water in the Jordan Valley and the corresponding impact of higher water prices on farming. The analysis shows that JVA needs significant tariff increases to be able to attain a more financially sustainable footing. In case JVA wants to at least cover its operating and maintenance costs in 2013, it will require JD 0.108 per m3 - assuming that the current cross-subsidies and current inefficiency levels remain unchanged.

How Africans access – or ‘own’ – their landholdings is a matter of profound importance for the continent’s future. It touches on social welfare as well as prospects for economic development. This policy briefing provides an overview of the land question, drawing heavily on the Country Review Reports (CRRs) of the African Peer Review Mechanism (APRM). It argues that weak property rights are a major problem for Africa, but cautions against an assumption that full titling is an immediate solution.

    Afrique sub-saharienne

This paper provides an overview of what we know about farm size distributions, the emerging land markets, the role of tenure systems, tenure reforms and land policies in shaping the distribution of increasingly scarce land resources. The primary focus is on Africa while making some comparisons with Asia. Climate risk and change have serious implications for household vulnerability and food security. While there is a need to absorb further population growth in rural areas, a rapid rise in rural-urban migration is inevitable.

    Brésil

The researchers have used evidence from Mato Grosso, Brazil, to show that changes in agricultural output stemming from the sensitivity of cropland area and cropping frequency to interannual climate variability are of similar magnitude to agricultural output changes associated with the sensitivity of crop yield to interannual climate variability.

Land rental markets can potentially improve the access to land for land-poor households that possess complementary resources that can enable them to utilize land efficiently. Land rental markets can also enable landowners who are poor in non-land resources to rent out their land such that their land is utilized more efficiently and they themselves can get a better income and improved welfare from their land resource. This report assesses the land rental market that is dominated by a reverse tenancy system with relatively poorer landlords and less poor tenants.

In the natural resources sector, laws are often formulated to regulate the relationship between men and the environment. Ideally, the law can play a vital role in regulating and protecting communities from adverse environmental and social impacts of mining, loss of land, biodiversity and natural wealth, as well as other human rights violations. Almost all countries in the Southern African Development Community (SADC) have developed laws and institutions to regulate and monitor the extraction of mineral resources and their impact on the environment and people.
