Synthesizes the results of more than 140 economic models analyzing the causes of tropical deforestation. Raises significant doubts about many conventional hypotheses in the debate about deforestation. More roads, higher agricultural prices, lower wages, and a shortage of off-farm employment generally lead to more deforestation. How technical change, agricultural input prices, household income levels, and tenure security affect deforestation—if at all—is unknown.

Examines the implications of the HIV epidemic for rural development policies and programmes in sub-Saharan Africa and, in particular: the inter-relationships between rural development and HIV/AIDS; and the broad policy and programming challenges that the epidemic poses for rural institutions. The proposed conceptual framework for the identification of key policy and programming issues for rural development raised by HIV is intended to provide guidance for the design and conduct of a set of four case studies to be carried out in Southern and Eastern Africa.

Examines—from the perspective of transaction costs—factors that constrain access to land for the rural poor and other socially excluded groups in India. They find that: Land reform has reduced large landholdings since the 1950s. Medium-size farms have gained most. Formidable obstacles still prevent the poor from gaining access to land. The complexity of land revenue administration in Orissa is partly the legacy of distinctly different systems, which produced more or less complete and accurate land records.

In recent times there has been a renewed interest in relationships between redistribution, growth and welfare. Land reforms have been central to strategies to improve the asset base of the poor in developing countries thought their effectiveness has been hindered by political constraints on implementation. In this paper we use panel data on the sixteen main Indian states from 1958 to 1992 to consider whether the large volume of land reforms as have been legislated have had an appreciable impact on growth and poverty.
