Laos has vast surface water resources. However, in areas located far away from surface water sources or those that are prone to surface water scarcity, groundwater is gaining recognition as a valuable source of water for agricultural development. Households in Ekxang village on the Vientiane Plain, for example, depend on rainfall for the cultivation of rice during the wet season and a wide range of vegetables and herbs in the dry season. Climate change poses a growing threat to crop production in such villages, altering wet season rainfall and making drought more common and severe.

The residents of the Ganges and Mekong River deltas face serious challenges from rising sea levels, saltwater intrusion, pollution from upstream sources, growing populations, and infrastructure that no longer works as planned. In both deltas, scientists working for nearly two decades with communities, local governments and nongovernmental organizations (NGOs) have demonstrated the potential to overcome these challenges and substantially improve people’s livelihoods.

In this report, we test the hypothesis that the primary factors behind the farming system changes in Ban Lak Sip lay not in the village itself but rather in the broader Laotian social, economic and political setting. The study uses an integrated approach that examines both the physical and social dimensions of land use and soil erosion in Ban Lak Sip within this broader system environment.

The "Ruhuna Basins" defined for this case study encompass three of the main rivers that flow through ancient Ruhuna, including the longest and most important river in the region, Walawe. The Ruhuna basins are important in the broader Sri Lankan context, the basin being the location of a major hydropower plant, irrigation schemes that make a significant contribution to national food production, and important nature reserves.

As we enter an era of increasing water scarcity, there is a growing interest to find ways to capture and put water to more productive uses. Substantial increases in the productivity of water in agriculture are needed to meet the demands for food and ensure environmental security, and to satisfy the demands for non-agricultural uses. However, increasing water productivity in rice-dominated agriculture is a function of the irrigation infrastructure, advances in rice-plant breeding, and the physical, institutional and socioeconomic environments.
