    In Guatemala, a history of discrimination and inequality of opportunity led to a 36-year conflict that finally subsided with a Peace Agreement in 1996. Improvements since then have prevented a return to conflict and begun to create the conditions for sustained stability. However, the persistence of substantial inequality constitutes a risk factor for future stability and constrains Guatemala’s growth potential. Land distribution is highly unequal. The largest 2.5% of farms occupy nearly two-thirds of agricultural land while 90% of the farms are on only one-sixth of the agricultural land.

    Con una porción relevante de territorio cubierto de bosques, Honduras puede beneficiarse de implementar REDD+ tanto para contribuir a mitigar el cambio climático como para adaptarse a sus consecuencias. La adaptación al cambio climático es, sin lugar a dudas, una prioridad para el país, ya que éste ha afrontado eventos climáticos severos, incluyendo huracanes e inundaciones. En la actualidad, un abanico de actividades REDD+ se están implementando en el país, y también procesos de preparación para REDD+ con financiamiento de programas internacionales.

    En vista de la desigualdad en el acceso a la tierra y a servicios sociales en Colombia que afecta a las mujeres rurales, y de la baja participación de mujeres en programas del Ministerio de Agricultura y Desarrollo Rural (MADR) y del Banco Agrario, el MADR solicitó a USAID y al Programa de Tierras y Desarrollo Rural (PTDR) de Tetra Tech ARD, realizar un estudio para entender cuáles son los cuellos de botella que afectan principalmente a las mujeres para acceder a los diferentes programas del Ministerio y del Banco Agrario.

    No-take fishing zones in the Caribbean’s near-shore and reef areas may be an important strategy for sustaining marine ecosystems and conserving fish populations, according to preliminary research. Meanwhile, the increasing use of no-take reserves calls for recognition of the vital role that local communities play in natural resources management and their rights to benefit from that management. Shared management of ecosystems and resources requires equitable and appropriate distribution of both responsibilities and benefits among all stakeholders.

    On April 30, USAID Administrator Rajiv Shah will attend a land restitution event in Colombia, where he will witness the transfer of land titles to individuals who have been displaced by the country’s internal conflict. Inequitable land distribution - an estimated 0.4% of the population owns 62% of the country’s best land - was a fundamental driver of the long-running conflict, which has caused an estimated 4 million Colombians to become internally displaced.

    A recent Poverty Matters post highlights some of the differences that mark the Santos regime in Colombia from that of his predecessor Alvaro Uribe. In some ways the two leaders share a vision for their country. The post puts it this way, both want to “attract foreign skills and investment to expand natural resource exports to pay for social investments.” But, author Jonathan Glennie points out that what distinguishes Santos is his decency and his willingness to embrace modernization.
