    The second edition of the Global Land Outlook (GLO2), Land Restoration for Recovery and Resilience, sets out the rationale, enabling factors, and diverse pathways by which countries and communities can reduce and reverse land degradation by designing and implementing their bespoke land restoration agenda. Land restoration for recovery and resilience is about creating livelihood and development opportunities for people simply by changing the way we use and manage our land resources.

    As per the provisions of rule 10 of the rules of procedures of the United Nations Convention to Combat Desertification (UNCCD) Conference of the Parties (COP), the second intersessional meeting of the Bureau of the thirteenth session of the COP (COP 13) held in Guiyang, China, on 26 February 2019, endorsed the inclusion of a new agenda item on land tenure, under new and emerging issues, for consideration at COP 14. The Bureau further requested the secretariat to submit a background document in that respect.

    The Sustainable Development Goals (SDGs) adopted by the United Nations General Assembly in September 2015 include a target on land degradation neutrality (LDN) (SDG 15.3). Attaining and maintaining LDN requires addressing a land governance challenge to steer land management towards avoiding, reducing and reversing land degradation.

    Land provides crucial ecosystem services for human existence and human well-being, including provisioning, regulating, supporting and cultural services. Those services provide among others the production of fresh air, food, feed, fuel and fibre. They regulate the risks of natural hazards and climate change, offer cultural and spiritual values to our society, and support key ecological functions such as nutrient and water cycling, filtering and buffering, and are central to economic vitality.

    The Kyoto Protocol negotiated in the mid-1990s to address climate change adaptation and mitigation will expire in 2012. This protocol represents one of the two milestones that the multilateral negotiation of climate change has delivered. Ten years after its adoption, the climate change negotiators decided upon the second largest milestone when they approved the Bali Action Plan at their 2007 meeting in Bali.
