    The workshop participants were clear that now is the time for choices, and that without the will to make those choices, the likelihood of success in boosting agricultural growth on a sustained basis would be small. Without such growth, it will not be possible to improve food security or halt natural resource degradation. It seems unlikely that all countries of Africa will choose to put in place the necessary conditions for growth, which makes it all the more important to decide at the outset which conditions are most likely to beget further success.

What steps can be taken to reduce the wide differences in income earned, so that the number of people living below the poverty line can be reduced? What roles do education and the migration of household members play in lifting people out of poverty and in improving income distribution?

    In Pakistan, where agriculture is heavily dependent on irrigation, informal water markets are an increasingly important way to provide small farmers and tenant farmers with access to ground- water. The public canal irrigation system provides water to farmers who own land within designated areas, but it does not provide all farmers with adequate water supplies when they need it. Therefore, farmers who can afford it are installing tubewells as a sole or supplementary source of irrigation (Figure 1).

    This paper explores the determinants of farmers' investments in indigenous soil and water conservation measures in the semi-arid tropics of India. Many types of indigenous conservation measures are observed in three study villages, including investments in terracing, levelling, gully checks, field boundary bunds, grass strips, drainage, and other measures. A simple theoretical model is used to develop hypotheses about the determinants of such investments in the context of possibly imperfect factor markets, and these hypotheses are tested using data from the three study villages.

    The tax and subsidy system in Egypt in 1986-88 was very distorted, involving large, sectorally variegated, ouput taxes and subsidies. In agriculture, there were also major input subsidies and no charges for water. In this paper, an 11-sector, computable general equilibrium (CGE) model is used to capture this mix of policies, focusing on land and water use in agriculture and on the links between agriculture and the rest of the economy.

    This paper presents new evidence on the association between gender and poverty based on an empirical analysis of 11 data sets from 10 developing countries. The paper computes income- and expenditure-based poverty measures and investigates their sensitivity to the use of per capita and per adult equivalent units. It also tests for differences in poverty incidence between individuals in male- and female-headed households using stochastic dominance analysis.

    A food demand system is proposed, based on demand for energy, variety, and tastes of foods. By specifying utility as an explicit function of these characteristics, the entire matrix of demand elasticities can be derived for n foods and one nonfood from prior specification of just four elasticities, while avoiding any assumption of separability between foods. This framework can explain why poorest groups often are most price-responsive, but also can account for highest price-responsiveness by middle income groups.

    This paper examines the role of the extended family on investments in children, using data from a retrospective survey of three generations in the rural Philippines. Econometric results show that interactions between grandparent characteristics and child gender significantly affect the distribution of proposed land bequests between sons and daughters. However, grandparents significantly affect gender-specific investments in children's education only in resource-constrained families.
