Several decades ago, the efforts of public administrations were concentrated on developing fisheries and aquaculture and ensuring growth in production and consumption. Then, in the 1980s, as many resources became fully or overexploited, the attention of policy-makers began to focus instead on fisheries management, in addition to development of aquaculture. Aquaculture continues to expand, while marine capture fisheries – when summed together worldwide – seem to have reached a ceiling.

The performance of many canal irrigation delivery systems is unsatisfactory in terms of: (i) water resources management; (ii) service to irrigated agriculture; and (iii) costeffectiveness of infrastructure management. In recent years, participatory approaches and management transfer reforms have been promoted as part of the solution for more cost-effective and sustainable irrigation services. Large agency-managed systems have been turned over partially or completely to various types of management bodies. However, the results have usually been disappointing.

Bioenergy sits at the intersection of three of the world’s great challenges - energy security, climate change, and poverty reduction - and has received an enormous amount of attention in the past few years. Joint work on these issues is vital considering that together, the G8 +5 Countries account for about 55 percent of the world’s population, 70+ percent of global GDP, and about 72 percent of world energy-related and industry CO2 emissions (excluding deforestation). Bioenergy statistics are inadequate and not up to date.

Drainage of agricultural land is one of the most critical water management tools for the sustainability of productive cropping systems, as frequently this sustainability is extremely dependent on the control of waterlogging and soil salinization in the rootzone of most crops. On some agricultural lands, the natural drainage is sufficient to maintain high productivity. However, many others require improvements in surface and subsurface drainage in order to optimize land productivity, while maintaining the quality of soil resources.

This guide is written for people who work in land administration and all those with an interest in land, land tenure and their governance. Although much has been written about the importance of good governance in achieving development goals, there is comparatively little material on good governance in land tenure and administration. Failings in governance have adverse consequences for society as a whole. By contrast, good governance can help achieve economic development and the reduction of poverty. Good governance matters.
