    This issue of Land Reform, Land Settlement and Cooperatives offers the reader a series of articles and information related to the discussions that will take place in March 2006 in Porto Alegre, Brazil, at the International Conference on Agrarian Reform and Rural Development (7–10 March). Needs have changed and there are new dimensions to previous concerns. Gender issues have been integrated into FAO activities, and Land Reform, Land Settlement and Cooperatives has published articles on how the rights of rural women have or have not been taken into account in agrarian reform programmes.

    This publication offers a fresh look at the theory and practice of modern water rights, from a comparative law angle.     This compendium provides an improved understanding of the complex issues concerning gender and land. It draws on research commissioned by FAO. The authors argue that hunger and poverty are, in general, consequences of inadequate and restricted access to land and other resources, such as capital, inputs and technology; women are among those with less access to land, while accounting for a large share in small-scale food production.Rights to land, especially women’s rights to land, are determined by a complex interaction between the institutions, and underlying power relations, of a society.

    All eastern Africa is in the tropics, but its grasslands cover a very wide range of altitudes. Extensive grasslands are mostly in arid and semi -arid zones. The area is subject to droughts and a high degree of pastoral risk. Potential vegetation is largely desert and semi-desert, bush and woodland, with only a small area of pure grassland, but the grass -dominated herbaceous layer of the other formations is very important for wildlife and livestock; 75 percent of eastern Africa is dominated by grasslands, often with a varying amount of woody vegetation.
