This country gender assessment (CGA) for the Republic of Azerbaijan was undertaken as part of FAO and national commitments to promote gender equality while integrating a gender perspective into its operations. The resulting CGA report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in Azerbaijan.

The backbone of agriculture in the country is represented by smallholders and family farms. According to 2014 census data, 317 346 family farms contribute over 97 percent of the total agricultural output and comprise 99 86 percent of all active agricultural holdings.

FAO’s Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) were endorsed by the Committee on World Food Security in May 2012. These Voluntary Guidelines have been described as a catalyst leading to improvements in the conditions under which land is held or occupied in the agriculture sectors. The Guidelines address problems of weak governance of tenure and the growing pressure on natural resources, thereby assisting countries to achieve food security for all.
