This FAO Legal Paper looks at and evaluates the present laws and policies relating to sustainable small-scale fisheries in the fisheries and aquaculture legislation in operation in Sierra Leone and makes recommendations to align them with the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT). This Paper provides a brief introduction of the fisheries sector in Sierra Leone, focusing on the small-scale sect or with an overview of the uses and access rights to resources.

The case-study presents the case of the appropriation of pastoral lands by the coming of large-scale extractive industries in Turkana, Kenya. The case-study is meant to raise awareness among the general audience regarding the precarious situation of the pastoralists in the context of this new socio-economic development and lack of secure land tenure. Despite the historical and often ongoing marginalization of pastoralists, this technical guide has been developed in response to emerging opportunities to support pastoralists and to strengthen their land and resource rights.

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) promotes secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment. The guidelines were officially endorsed by the Committee on World Food Security (CFS) on 11 May 2012. 2. The Guidelines serve as a reference and set of principles and internationally accepted norms or practices for the responsible governance of tenure.

Putting the voluntary guidelines on tenure into practice: a learning guide for civil society organizations is a learning guide which has been designed specifically to give civil society and grassroots organizations a deeper understanding of the VGGT. It provides civil society organizations with a methodology and a set of materials to undertake training on the VGGT with civil society actors from the grassroots to the national level. Trainees will learn how to apply the VGGT to actual tenure gover nance.

The guidelines are the first comprehensive, global instrument on tenure and its administration to be prepared through intergovernmental negotiations. During the 1950s and 1960s, FAO provided technical assistance to the development of land consolidation in member countries in Europe such as Turkey, Greece, Spain and Cyprus, but also in the Near East and Asia (Meliczek, 1973).
