    Rwanda

    The new Rwandan land policy consider appropriate land administration as a platform of land management and an ideal channel to provide security of livelhood to the people by securing land tenure system for their profit.
    At present Rwanda carries out limited land registration on a centralised manual system on a demand led basis in rural and urban areas. Currently approximately 20,000 land applications are in process, mainly in urban areas.

    AFRA’s work at Ekuthuleni started in 1998. It’s now 2004, six years later, and we have to confess that we have failed. It is not possible to secure tenure at Ekuthuleni, for the purposes for which people want that security, within the current legal, technical and institutional frameworks. A small window of opportunity still exists that might allow us to reverse this judgement.

    Only 30 percent of land suitable for agriculture is utilized for crops (with significant regional variation). More than double the area suitable for pasture is used for livestock grazing, with negative environmental consequences. Although markets provide land access to poor and productive producers, they are not effective in transferring land from large to small producers, implying continuing concentration, driven largely by violence and displacement.

    Recent research has pointed to the significance of environmental variables as structural causes and sustaining factors in struggles for power in the Great Lakes. Contested rights to land and natural resources are significant, particularly in light of land scarcity in many areas and the frequency of population movements. Based on interviews in Goma and Ituri, as well as an extensive review of secondary literature, examines issues in Masisi and Ituri, and includes a number of recommendations for the DRC Government, the international community, and civil society actors.

    RECOFTC conducted a review of the linkages between community forestry and poverty, with an emphasis on Asia. The analysis shows that clear empirical evidence exists, demonstrating that community forestry has provided tangible benefits to poor people. However, the evidence is limited to a few cases and there is no clear indication that these benefits have been scaled-up across a wider range. This has been a general pattern across the whole development sector, not just within forestry.
