On October 17th in Oslo, Norway, historic peace talks will begin between the government of Colombia and the Revolutionary Armed Forces of Colombia (FARC). Details on the negotiations are available in a recent article in the New York Times. This is a promising initiative with the potential to end the conflict and bring lasting peace and stability to Colombia. To illustrate the importance of land to the conflict, both parties have agreed that land and rural development will be the first issues to be addressed in the agenda proposed for negotiations.

Albania's radical farmland
distribution is credited with averting an economic crisis
and social unrest during the transition. But many believe it
led to a holding structure too fragmented to be efficient,
and that public efforts to consolidate plots are needed to
lay the foundation for greater rural productivity. This
paper uses farm-level data from the 2005 Albania Living
Standards Measurement Survey to explore this quantitatively. -

The countries of Central and Eastern
Europe and Central Asia have a long history of striving for
gender equality, especially in the public sphere. Not only
was this an important goal during the socialist era, but
governments continued to pursue gender equality even during
the difficult years of transition. The governments in the
region allocated substantial resources toward the health and
education of both women and men. They also adopted -

This report looks beyond the current
global financial crisis to the restoration of dynamic
long-run growth in Serbia. The answer in this report is that
Serbia will need to fundamentally alter its growth model to
compete effectively in world markets. The past model relying
on excessive inflows of capital and credit that, in part,
fuelled a consumption boom has run its course in all
European countries. Serbia must shift to a greater export -

However, an unintended consequence of an energy-focused strategy is that the set of policy instruments needed to tap mitigation opportunities in agriculture is incomplete. In particular, market-linked incentives to achieve mitigation targets are disconnected from efforts to better manage carbon sequestered in agricultural land.

The railways of South East Europe and
Turkey experienced significant declines in traffic volumes
in 2009. This reflected the impact of the international
financial crisis unleashed in the last quarter of 2008 and
its contractionary impact on the economies of the region and
elsewhere. Lower traffic volumes translated in most cases
into a serious deterioration of the financial performance of
the state-owned railways. This brought home the costs of -

Europe and Central Asia have suffered a
setback in economic growth because of the recent global
crisis, which revealed fundamental structural weaknesses
previously hidden by the prosperity before the crisis. The
major weaknesses are the large savings deficits, the lagging
reforms in the social sectors, and the deterioration in
competitiveness. Policies can address these weaknesses by
taking into account the role of the behavior of firms, -

This paper provides an overview of the
literature on tax morale and tax compliance. Most of the
material here is based on research that I have conducted
together with my co-authors over the last 10 years. Europe
has a dominant place in this paper. Sometimes results
derived from other countries are discussed that could be
relevant for Europe. The overall findings show the
importance of accountability, democratic governance,
