    Rural areas in Cambodia have been the target of large-scale land acquisitions since the late 1990s. As of March 2012, economic land concessions in Cambodia covered more than 2 million hectares, equivalent to over half of the country’s arable land. In this paper, we discuss the policy narratives and discursive strategies that are employed by various actors to justify and legitimize large-scale land acquisitions. We then analyze the underlying mechanisms of such acquisitions and investments and examine how they are entangled with donor-assisted land use planning efforts.

    This report provides select findings of an extensive survey of relocation sites in and around Phnom Penh, conducted in 2011 and 2012. The aim of the report is to highlight some key issues facing residents at existing relocation sites, and provide recommendations for both improving existing sites and improving future relocation practices, in cases when relocation is considered unavoidable. The report follows a previous 2007 report ‘Relocation sites in Phnom Penh’.

    This report is a review of city’s development paradigm, including an examination of urban services and infrastructure, the regulatory framework, mobility networks, major stakeholders, and key issues in the city's development. The authors argue that Phnom Penh stands at a crossroads. Ahead is the continuation of a “planned” development of the city first developed by the French and then adopted by the Sihanouk regime. To either side is the new “unplanned” approach, a path that already seems to be the favored choice.

    Tenure rights over land, forest, and carbon have become a contentious issue within REDD+ implementation across the tropics because local communities could be excluded from REDD+ benefits if land tenure or use and access rights are not clear. This study aims to understand and assess tenure arrangements under the fi rst REDD+ demonstration project in Cambodia, the Oddar Meanchey Community Forestry REDD+ Project. In particular, the study explores the following questions: (1) How are tenure rights arranged in the Oddar Meanchey REDD+ Project?

    This 2012 report is an assessment of the human rights impact of economic land concessions (ELCs) and other land concessions and major development projects in Cambodia. It includes not only an analysis of concessions pertaining to agroindustry (for example, rubber, sugar, acacia and cassava plantations), but also to concessions for mining, oil and gas, forestry, and concessions for the purposes of tourism, property development, and large scale infrastructure, such as hydropower dams.
