    Broad-based economic growth is essential to sustainable, long-term development. It creates opportunities for raising living standards, provides countries with the resources to expand access to basic services and enable citizens to chart their own prosperous futures. Despite incredible progress that has reduced poverty and improved livelihoods around the world, global economic growth since 2008 has slowed and in some cases regressed. Today, three quarters of the world’s poor don’t have a bank account and access to capital remains a significant barrier throughout the developing world.

    Both statutory and customary tenure systems are under stress in the face of global demographic growth, growing food scarcity, and environmental degradation of land, fisheries, and forest resources—compounded by the forces of global climate change. When resource tenure and property rights are insecure, the potential for sustainable resource management is undermined. However, as this issue brief illustrates, when the rules and institutions governing the use, transfer, and ownership of resources are secure, then the foundations are in place for sustainable resource management.

    At the recently concluded 2013 United Nations Framework Convention on Climate Change (UNFCCC) Conference in Warsaw, Poland, negotiators agreed to a landmark set of decisions. After seven years of negotiations, United Nations (UN) member states reached a consensus on a framework to reward countries for REDD+ actions (Reducing Emissions from Deforestation and Forest Degradation).

    USAID is pleased to announce a first-of-its-kind partnership between the Governments of Ethiopia, the United States, the United Kingdom, and the Federal Republic of Germany to improve rural land governance. Building on existing programs and the seven land country partnerships announced at this year’s G8 Open for Growth Summit, this new partnership will support greater transparency in rural land governance, promote responsible agricultural investment, and improve Ethiopia’s legal framework and practices related to rural land administration and land use.

    Over the past year, USAID has led a global effort in the land and resource governance sector to improve donor coordination and support the Voluntary Guidelines for the Responsible Governance of Tenure of Land, Fisheries, and Forests in the Context of National Food Security(Voluntary Guidelines). Working with the Global Donor Working Group on Land, a newly formed group of bi-lateral and multi-lateral donors and development agencies, USAID led a data collection and visualization project that gathered information on land and resource governance programs from around the globe.
