These concessions have resulted in significant alterations of landscapes and ecological processes, greatly reduced local access to resources through enclosing common areas, and have ultimately led to massive changes in the livelihoods of large numbers of mainly indigenous peoples living near these concessions.

    In this article, I address whether activities meant to improve land tenure security may havesupported or undermined peace-building during the postwar stabilization and transitionperiod of 2005–2008. In 2005, the population of Aceh began recovery from both a 29-yearseparatist war and the 2004 Indian Ocean Tsunami. Property and tenure systems wereseverely damaged by both the war and tsunami.

    The young man was scared. The city government had instructed him to count the shacks in the settlement. He arrived smartly dressed carrying a briefcase and clipboard with pen in hand and a list of the shacks. His job was to find any new shacks without the official number painted on the door. But he immediately ran into problems. The local residents confronted him, asking what he was doing. Soon a small crowd had gathered. They took him into the community hall, where a meeting was under way. He explained that the city had sent him, but the local people were suspicious.

    On 1st of July 2009, Cambodian Prime Minister Hun Sen signed the “Declaration of the Royal Government on Land Policy”. According to this document emphasis should be given to State reform, land law, and environmental law with their impacts on the use of non-renewable resources (land, water, and soil). The implementation of the Cambodian social land policy should start with the need to ensure access to land and to sustain rural development and environment for a modern, prosperous Cambodia.
