    Over the last two decades, Vietnam has made significant progress in forest tenure reform, which aims to meaningfully include all relevant stakeholders in the management of forest resources. Under these reforms, forest area officially under the management of local people has expanded from almost nothing in the early 1990s to nearly 3.5 million ha (27% of the national forest area) in 2006. However, until now little is known about the extent to which such tenure reform has worked in practice and how it has affected local people’s livelihoods and wellbeing.

    REDD+ is a proposed mechanism to make forests more valuable living and healthy than dead or damaged. Its advocates believe it could help fix a lot of persistent problems in forest management. Its opponents fear it will make these things worse. It's too early to tell, but this brief covers some important lessons learned after decades of successes and failures in forest management, and it asks how REDD+ could benefit, or burden, Asia-Pacific's forests and the people who need them.

Để giúp người dân hưởng lợi và tham gia tích cực vào công tác quản lý bảo vệ rừng, Nhà nước cần tiếp tục đơn giản hóa chính sách khai thác và lưu thông lâm sản cho cộng đồng địa phương, chú ý tránh những chồng chéo trong chính sách, song song với việc cải cách thủ tục hành chính, nâng cao năng lực và xây dựng cơ chế hỗ trợ cho người dân.

    In many areas within the Asia-Pacific region, there are compelling short-term incentives to degrade or to convert forestland for other uses. A common example is poorly regulated timber markets, which provide financial rewards for logging that is inadequately managed, unsustainable, and often illegal. Other examples include poorly planned land conversion for mining, agriculture, and large-scale agribusiness plantations as well as spontaneous clearing by farmers.

    In December 2004, the passing of the Forest Protection and Development Law (FPDL) legally recognized community forest management (CFM) in Vietnam for the first time. Despite this step, skepticism remains about whether CFM can work in practice and to what extent legal recognition contributes to effective forest protection and management.

    During 2008, in response to these concerns, the Forest Governance Learning Group (FGLG) visited 25 villages to learn from field implementation of CFM in seven provinces.

    The European Union funded Voices for Mekong Forests (V4MF) project conducted a set of forest governance and capacity needs assessments in late 2017 and early 2018 to assess the state of forest governance in five GMS countries: Thailand, Lao PDR, Myanmar, Cambodia, and Viet Nam.

    This report address the current state of forest governance in Viet Nam, while also suggesting specific measures that can be implemented to overcome the challenges identified and realize the extensive governance opportunities that exist in the region.
