    Rwanda

    The new Rwandan land policy consider appropriate land administration as a platform of land management and an ideal channel to provide security of livelhood to the people by securing land tenure system for their profit.
    At present Rwanda carries out limited land registration on a centralised manual system on a demand led basis in rural and urban areas. Currently approximately 20,000 land applications are in process, mainly in urban areas.

    AFRA’s work at Ekuthuleni started in 1998. It’s now 2004, six years later, and we have to confess that we have failed. It is not possible to secure tenure at Ekuthuleni, for the purposes for which people want that security, within the current legal, technical and institutional frameworks. A small window of opportunity still exists that might allow us to reverse this judgement.

    The papers in this proceedings provide a cross section of science research in international agricultural research centres (IARCs), where the objectives and research foci within the Consultative Group on International Agricultural Research (CGIAR) have changed substantially in the 1990s. The book is divided in five sections. The first explores priority setting and research evaluation of commodity programmes. The second looks at institutional issues. The third explores issues related to commodity policies and food security.

    A classification of the major ruminant livestock production systems in West Africa is proposed. The proposed typology has two major classes of systems-sole livestock and crop-livestock. The sole livestock class has two systems (rangeland-based and landless) and the crop-livestock class has three sub-classes (annual crop-livestock, tree-crop-livestock and irrigated/flooded cropland-livestock). Within the 3 crop-livestock subclasses 13 systems defined by the dominant crops are identified.
