    Foreign agricultural investors are clashing with local peasants in Mozambique, in a  confrontation over agricultural and development models. Foreign investors looking a apparently vacant land promise high (often inflated) profits to investors and local partners. Some hope to capitalise on carbon credits or produce biofuels, and claim to be green investments. All promise jobs, schools, and local development. Local backers support the outside investors and their plantations with terms like "progress" and "modernisation".

    In his speech, President A. W. Clausen reviews the economic and debt crisis of the last five years and shares his expectations for the next five years. The World Bank will play a vital role in a successful transition from recession to sustained economic growth. The Bank’s operational strategy rests on twin pillars: assisting borrowers in formulating adjustment programs, and helping mobilize external resources to sustain these programs. Heavily indebted middle-income countries need help to grow out of their debts.

    The need to establish the link between land tenure and food security is increasingly gaining currency as governments and development organizations refocus their effort towards assisting farmers to move away from subsistence farming to commercial agriculture. It is argued that given how land plays a crucial role in the livelihoods of most Africans, food security and poverty reduction cannot be achieved unless issues of access to land, security of tenure and the capacity to use land productively and in a sustainable manner are addressed.

    Most transition countries in Central and Eastern Europe (CEE) face enormous challenges in developing a viable land structure, requiring a set of measures which is unprecedented in its scale and intensity to speed up this process. Analysis of policy initiatives in CEE countries illustrates that options for solving fragmentation and small scale of farms have concentrated on particular instruments like land consolidation and land banking.

    Most countries in Western Europe have a long tradition for implementing land consolidation projects. In Central and Eastern Europe, land reforms from 1990 on in most countries resulted in farm structures characterized by excessive land fragmentation and small average farm sizes. Most CEE countries have introduced land consolidation instruments to address the structural problems. FAO has from 2000 on supported land consolidation in the region.
