There is much in common between the agricultural sectors of the United States and Canada. This chapter begins with a brief background on the two sectors, then reviews their histories of farm policy developments before reporting new estimates of rates of assistance to their farmers and their consequences for taxpayers and consumers. This is followed by an explanation of the politics behind the evolution and gyrations in farm policies in the two countries, and some speculation on the prospect for reform.

Uncertainty and risk are characteristics inherent in agricultural activities, and one of the main sources of risk is weather. Because agriculture depends heavily on rainfall, it is sensitive to weather changes. Agriculture is also vulnerable to extreme weather events; floods, droughts, and frosts cause both production and capital losses. Approximately 98 percent of the catastrophic risk to agriculture in Mexico stems from two types of weather events: droughts (accounting for 80 percent) and cyclones (accounting for 18 percent).

Public-Private Partnerships broadly identify a spectrum of complex legal arrangements between the public and the private sector to provide goods or services within a country. The objective of the PPP is share control, risks, and rewards of a set of fixed assets between a private enterprise and a “public unit”, which is normally a national government. A common thread that runs throughout all PPPs is some degree of private participation intertwined with the provision of goods and services traditionally handled by the public domain.

Many questions about customary legal developments go unexplained if no recourse is made to the connection between legal and economic systems. Since time immemorial they interact, justify and fertilise each other. Most of all, if we believe that customary laws and justice develop and transform themselves, the question is: how much does economic development influence legal institutions and rules?

Land lies at the heart of social, political and economic life in much of rural Africa. It provides a major source of livelihoods, income and employment; a basis for social and political relations; and has major historical, cultural and spiritual significance. In many places, rapid socio-economic changes are undermining the security of land access for poorer and more vulnerable groups – particularly in high-value lands such as peri-urban areas, irrigated schemes and fertile lands.
