    Major development in recognition of customary property rights in Kenya
    Through its Kenya SECURE Project, USAID, in cooperation with the Kenya Ministry of Lands, recently developed the Community Land Rights Recognition (CLRR) Model, a process for providing legal registration of land held by communities under customary law. This is the first recognition of land owned as a result of customary usage in Kenya and will promote investment, better natural resource management and, in some parts of the country, reduce land grabbing.

    The number of displaced people in Sudan as a result of conflict and famine over nearly two decades of war has been estimated to be in the millions. The lengthy period of time that many local populations have been dislocated and the consequent disruption of food producing activities poses complicated problems in both near-term food security and the longer-term rehabilitation of the country's traditional agricultural sector. Recovery of households and production systems after years of conflict and famine for the displaced will involve more than simply a return to home areas.

    Investment in land is not conflict-neutral, and given the history of violent conflict and mutual destabilization in the Horn of Africa there is potential for localized political grievances to turn into wider regional conflict. There is significant foreign investment in land in Ethiopia by parties from Africa and further afield. This is primarily geared towards producing for the export market, and is often concentrated in regions with limited political influence.
