Albania's radical farmland
distribution is credited with averting an economic crisis
and social unrest during the transition. But many believe it
led to a holding structure too fragmented to be efficient,
and that public efforts to consolidate plots are needed to
lay the foundation for greater rural productivity. This
paper uses farm-level data from the 2005 Albania Living
Standards Measurement Survey to explore this quantitatively.

This report looks beyond the current
global financial crisis to the restoration of dynamic
long-run growth in Serbia. The answer in this report is that
Serbia will need to fundamentally alter its growth model to
compete effectively in world markets. The past model relying
on excessive inflows of capital and credit that, in part,
fuelled a consumption boom has run its course in all
European countries. Serbia must shift to a greater export -

Before 2005, FYR Macedonia did not have
a well-functioning property registration system and citizens
did not have secure property rights. Since the start of the
World Bank-funded Real Estate Cadastre and Registration
Project (RECRP) in Macedonia in 2005, registered property
transactions in the country have increased by 121 percent;
there were 93,240 registered transactions in 2009 compared
with 42,116 in 2005. Annual mortgages registered in the land -

This paper examines product market
policies in Croatia by benchmarking them to OECD countries
and highlighting how policies that are more conducive to
competition would stimulate a more efficient allocation of
resources and, in consequence, facilitate convergence to
higher income levels. OECD indicators of overall regulation
in product markets indicate that Croatias policies in 2007
were generally more restrictive of competition than were the -

This poverty assessment report is based
upon pre-crisis data for the period 2002-2006. Though some
may have reservations that this information base is not well
suited to informing public policy choices of today, this
view would be short-sighted. Economic development is not an
overnight occurrence. It is also not something that can be
reversed through an economic shock, no matter how virulent.
The analysis of data from the first half of this decade -

In 2007, Montenegro was one of the
world's fastest growing non-oil economies. The country
reaped the benefits from its comprehensive, pre-independence
reform program. After the international recognition of
statehood had removed the lingering uncertainty over
Montenegro's political status, investors reassessed the
country's relative attractiveness as a site for
business, responding positively to (i) the implementation of -

Albania is among the most vulnerable
countries to external energy shocks and climatic conditions,
because of its high dependency on hydropower for
electricity. Given highly volatile international energy
prices and expected global warming, it is becoming
increasingly important to manage the demand for electricity.
However, the country has long been faced with a significant
problem of electricity metering. About one-third of total
