The paper highlights the findings of a study from selected ecosystems in Indonesia, China, and Japan. The study sought to trace changes to productive resources of ecosystems over a period of 50 years; and trace the dependence of well-being of local populations on the ecosystems for the same time period. Data was collected from land-use maps, records, and participatory rapid/rural appraisal (PRA) surveys in multistakeholder forums. To illustrate the changes, an indicator-based assessment framework was developed that integrates data from biophysical and socio-economic parameters.

It is well recognized that secure land and property rights for all are essential to reducing poverty because they underpin economic development and social inclusion. Secure land tenure and property rights enable people in urban and rural areas to invest in improved homes and livelihoods. Although many countries have completely restructured their legal and regulatory framework related to land and they have tried to harmonize modern statutory law with customary ones, millions of people around the world still have insecure land tenure and property rights.

In this publication, the issue of tenure security is addressed and assessed in several countries where government, civil society, the private sector and development cooperation initiatives have been implemented for decades. The selected case studies from fifteen countries in Africa, Asia and Latin America ensure not only a eographic balance but they also represent countries with different socio-economic and land-related histories and that have followed different pathways. The studies’ key findings underline the still precarious state of tenure security in many countries.

In 2015, Indonesia stands as an increasingly divided country, unequal in many ways. There is a growing income divide between the richest 10 percent and the rest of the population, and this gap is driven by many other types of inequality in Indonesia.People are divided into haves and have-nots from before birth. Some children are born healthy and grow up well in their early years; many do not. Some children go to school and receive a quality education; many do not. In today’s modern and dynamic economy; most do not and are trapped in low-productivity and low-wage jobs.

In a post-fossil-fuel world, an increasingproportion of chemicals, plastics, textiles, fuels and electricity will have to come from biomass, which takesup land. To maintain current consumption trends theworld will also need to produce 50–70 percent more foodby 2050, increasingly under drought conditions and onpoor soils.

A lack of access to finance has been one of the biggest impediments to the development and growth of the small-scale business sector in Indonesia. While micro, small and medium-sized enterprises (MSMEs) account for almost all employment in Indonesia (97 percent), the sector as a whole accounts for just about 57 percent of Gross National Product. Surveys suggest that one of the main constraints on the growth of the sector is a lack of access to finance, with almost half of Indonesian MSMEs citing access to finance as the top constraint to business growth.
