    A two-pronged agricultural land reform was devised in Georgia to move toward a market- oriented economy, one prong being the distribution of land parcels of up to 1.25 hectares in ownership to rural families (the “small parcel” approach), and the second being the leasing of the remaining state-owned land in larger allotments to physical and legal entities. The land reform program was intended to create a self-maintaining sector of subsistence-oriented small farmers and a market-oriented sector controlled by larger leaseholders.

    According to the annual report of Huaphan Provincial Agriculture and Forestry Office (PAFO) (1999), despite land allocation, some villages are still practising shifting cultivation. To address this problem many decrees and regulations on land and land use have been developed and declared. The land allocation (LA) programme is one of these initiatives. So far, no effort has been made to evaluate whether the LA programme could facilitate change in land use and land management. The major objective of this study was to assess the impact of the LA programme on land use and land management.

    Because of changes in some underlying factors, land is increasingly becoming a source of conflicts in Africa. We estimate the determinants of land conflicts and their impacts on input application in Kenya by using a recent survey of 899 rural households. We find that widows are about 13 percent more likely to experience pending land conflicts when their parcels are registered under the names of their deceased husbands than when titles are registered under their names.

    Market-based land reform in Zambia

    This paper explores the politics of ‘customary’ land tenure, land reform, and traditional leaders in Zambia. In Zambia, as elsewhere in Southern Africa, the government at the behest of donors has implemented market-based tenure reform legislation. This legislation aims to improve the security of land tenure and to promote development through investment. The paper shows how complex, indeterminate, and contentious this tenure reform has been on the ground – particularly in relation to the 94 per cent of Zambian land that is held in ‘customary’ tenure.

AFRA is an independent land rights NGO that aims to redress past injustices, to secure tenure for all and to improve the quality of life and livelihoods of the rural poor. Pilar’s main objective is to assist the people of Ekuthuleni obtain legal, affordable and accessible land records in order to improve their tenure security and their access to credit and municipal services.

The aim of the paper is to critically examine the politics of belonging and land rights in relation to Ugandan land legislation and the “Lost Counties” issue. The empirically basis of this paper is primarily derived from field work in Kibaale District, during the period January to July 2004.

National Geographic has played a unique role in broadening the knowledge of the world. The World Bank partnered with National Geographic to produce a full-color wall map to raise awareness of the millennium development goals (MDGs) and to highlight each country's progress. We often hear about an Africa that is ravaged by poverty, disease and conflict. There is another face to Africa, one of hope, ambition, energy, intelligence and achievement.
