    The workshop participants were clear that now is the time for choices, and that without the will to make those choices, the likelihood of success in boosting agricultural growth on a sustained basis would be small. Without such growth, it will not be possible to improve food security or halt natural resource degradation. It seems unlikely that all countries of Africa will choose to put in place the necessary conditions for growth, which makes it all the more important to decide at the outset which conditions are most likely to beget further success.

    This report presents the results from the first annual Louisiana Rural Land Market Survey. The survey was designed to collect detailed information from rural real estate professionals regarding market conditions in their areas. Results of this study suggest that land values vary by area of the state and the primary commodity grown on the tract. Substantial variation in land value within areas and by parish suggests a number of factors affect rural land values and markets. Further research will be designed to measure the effects of these various factors on rural real estate markets.

    The conservation compliance provision of the 1985 Food Security Act requires highly erodible land to be cropped according to a locally approved conservation plan. There is overwhelming evidence that conservation compliance has reduced soil erosion. A key issue confronting Congress as they consider 1995 Farm Bill options is the fate of these erosion benefits if commodity programs are eliminated or it the subsidy level is greatly reduced.

    Atemporal and intertemporal use of public lands, the determination of optimal levels of wilderness designation and habitat preservation, and the appropriate regulation of natural resources have all been "hot button" issues in the American West for quite some time now. In this paper, I propose and describe a research agenda which promises to yield interesting and useful new policy insights into these fractious resource issues.
