    Zimbabwe

Water is central to the Zimbabwean economy, people's livelihoods and their social well-being; its availability and reliability is a function of highly variable climatic conditions. Irrigated agriculture is the major water using sector while rain fed agriculture depends on reliable rainfall.

This paper addresses the issue of land security and sustainability. The paper tackles the assumption that, in the case of China, giving farmers more secure land rights would undermine the function of land as a social safety net and, as a consequence, not be sustainable or command broad support. The report draws on data from three provinces, one of which had adopted a policy to increase security of tenure in advance of the others.

By and large, it appears that the goals of agricultural reform are being met in Mexico. But measures such as decoupling income supports and price supports or reorienting research and extension could help farmers who cannot afford access to machinery and purchased inputs and services.Lopez, Nash, and Stanton report the results of a study of Mexican farm households using 1991 survey data and a smaller resurvey of some of the same households in 1993.One study goal was to empirically examine the relationship between assets and the output supply function.

Viet Nam, Océanie, Asie orientale, Asie méridionale

This paper examines the impact of land reform in Vietnam which gives households the power to exchange, transfer, lease, inherit, and mortgage their land-use rights. The authors expect this change to increase the incentives as well as the ability to undertake long-term investments on the part of households.

Private (especially foreign) investors find Viet Nam's legal framework the most serious impediment to investment. Policy changes to reverse the former command system may be enough to initiate the transition. But without an appropriate legal framework, they will be insufficient for long-term development.A major objective of Viet Nam's transition to a market economy has been to reactivate the private sector in a mixed economy.

    Éthiopie, Afrique sub-saharienne

Although many African countries have adopted highly innovative and pro-poor land laws, lack of implementation hinders their potentially far-reaching impact on productivity, poverty reduction, and governance. To assess the effects of these pro-poor land laws and analyse whether the existing doubts are justified, this report draws on the experience of Ethiopia which, over a period of 2-3 years, registered the majority of rural lands in a rapid process at rather low cost.

    Sri Lanka, Asie méridionale

Why, despite solid progress in human development and in the reduction of consumption poverty, has Sri Lanka's per capita income fallen far behind the dynamic East Asian economies?

Attempts to achieve "more for the poor" through the use of indicator targeting may in fact mean less for the poor. The efficient use of a fixed budget for poverty reduction may require targeting. However, the use of indicator targeting, using fixed characteristics that are correlated with poverty to determine the distribution of expenditures, will tend to reduce the budget. Ignoring the budget reducing effects can reduce the welfare of the poor as they receive a greater share of a shrinking budget.

    Afrique sub-saharienne

Based on worldwide experience and encouraging evidence from country pilots in African countries such as Ghana, Malawi, Mozambique, Tanzania, and Uganda, this new report suggests a series of ten steps that may help to revolutionise agricultural production and eradicate poverty in Africa. These steps include improving tenure security over individual and communal lands, increasing land access and tenure for poor and vulnerable families, resolving land disputes, managing better public land, and increasing efficiency and transparency in land administration services.

    Afrique sub-saharienne

In urban areas of Cote d'Ivoire, human capital is the endowment that best explains welfare changes over time. In rural areas, physical capital especially the amount of land and farm equipment owned matters most.Empirical investigations of poverty in developing countries tend to focus on the incidence of poverty at a particular point in time. If the incidence of poverty increases, however, there is no information about how many new poor have joined the existing poor and how many people have escaped poverty.Yet this distinction is of crucial policy importance.
