By and large, it appears that the goals of agricultural reform are being met in Mexico. But measures such as decoupling income supports and price supports or reorienting research and extension could help farmers who cannot afford access to machinery and purchased inputs and services.Lopez, Nash, and Stanton report the results of a study of Mexican farm households using 1991 survey data and a smaller resurvey of some of the same households in 1993.One study goal was to empirically examine the relationship between assets and the output supply function.

Although many African countries have adopted highly innovative and pro-poor land laws, lack of implementation hinders their potentially far-reaching impact on productivity, poverty reduction, and governance. To assess the effects of these pro-poor land laws and analyse whether the existing doubts are justified, this report draws on the experience of Ethiopia which, over a period of 2-3 years, registered the majority of rural lands in a rapid process at rather low cost.

This paper examines factors influencing a household’s willingness to participate in community based service provision programs. Using data from a recently completed geo-referenced household survey for Bangalore, India, two important hypotheses on why households engage in collective action are tested: does tenure security enhance the probability of participation mainly because the resulting appreciation in housing values can be capitalised and the anticipated benefit stream from service provision is accrued over a longer period?

Population pressures play less of a role in deforestation than earlier studies of Thailand found. Between 1976 and 1989, Thailand lost 28 percent ofits forest cover. To analyze how road building, population pressure, and geophysical factors affected deforestation in Thailand during that period, Cropper, Griffiths, and Mani develop a model in whichthe amount of land cleared, the number of agricultural households, and the size of the road network are jointly determined. The model assumes that the amount of land cleared reflects an equilibrium in the land market.
